Forçar reentrega (replay) de um evento

Cria um novo evento a partir de um evento que esgotou as tentativas com falha, reenfileirando a entrega. O novo evento aponta para o original em replayed_from_event_id.

UUID do fundo (credit vehicle). Entregue por e-mail na seção Fundos liberados quando a IORQ provisiona seu acesso. Obrigatório em toda chamada à API operacional (hs-receiver) e ao serviço de webhooks (webhook-sender-manager). Deve corresponder ao fund_id informado no corpo ou na query quando aplicável.
